Charleen Ann Soucy was born August 6, 1948 in Hartford, CT to Clifford and Alice Soucy (nee DeMont).
She received her Bachelor's degree from Newton College of The Sacred Heart in Newton, MA and her Master's degree in Rehabilitation Counseling from Springfield College in Springfield, MA. She worked as a counselor and teacher for the blind in California before retiring in 1990. She then moved to Milwaukie, Oregon.
She was a member of Tri-City Baptist Temple, Kiwanis in Milwaukie, OR and received the Order of the Bullfrog.
